I grew up in the Philly area, and I've seen the ones flanking the staircase working, and the one in front in the middle of the oval. I really don't recall a fountain at the top of the steps. I'm gonna Google some photos!

Yes, I was on the Dubai Fountain team. I managed the Design Department at WET when it was being designed and developed.
